Reproducible: Always
Steps to Reproduce:
1. User Registration Administration >> Modify Configuration >> Registration
2. Click on the link "Roles Messaging configuration." at bottom of page
3. Error reproduces at that point.
Actual Results:

Explanation:
There is an error in the PHP code that is being processed.

Expected Results:
Don't know as this is a new installation. I assume that the modify config
window for roles messaging would have come up.
This install is 24 hours old and not modified really outside of a few modules
(those that came with download) activated.
