He's in the "root" shell (ie, single user mode), so he doesn't have to sudo
anything.
I'm reasonably certain this used to work with the sysv-init, so I suspect
this is an unintended result of the conversion to upstart. Which, I'm
afraid, doesn't actually get you any closer to a solution...
