The card is good. In fact I am running XP of the other hard drive as I
compose this email. Also when I used the Warty Live CD I had no
problems with network internet (tho since the install I do seem to have
problems with the live cd as well.
another question .. the other two things that fail consistently during boot up pciehp and shpchp what do they do?

Are you sure the card is good???
What proof do you have that the card works....
I would pop in a know good card...<from another machine>
Not two weeks ago but, today...
Second, Try another pci slot
