doesn't have additional modules defined.
The 'cvs co -c' output is the same as 'cvs co CVSROOT/modules'. The
contents of CVSROOT/modules is tracked on the server, as described in
http://ximbiot.com/cvs/manual/cvs-1.11.21/cvs_18.html#SEC159
