I think it needs to be compact. My original thought was just:

 Closes: M#23451

to be familar to DD's and also distinctive. I do like the idea of "instructions for Launchpad" because we may well have people doing an upload and marking a spec implemented:

 LP: Implements S#foo-bar-baz

In debbugs can you do anything other than close bugs?
