And what about a little debconf question to ask for the desired
default? I know Ubuntu's policy is the KISS paradigm but a question
like this should be asked at least on the Hoary upgrade for 2 reasons:
1. The locales packages only now are being introduced.
2. The transition to UTF-8 as only happened now.
