There are certain algaes that produce hydrogen in response to sunlight.
However, as far as I know, these are very inefficient and produce miniscule
amounts of the gas per square meter of pond area. If there is a break
through there, I am unaware of it and I saw no clue of it in this URL. I
think that it will be much more fruitful to use algaes that produce 50% of
their weight in oil than anything that produces hydrogen, but that remains
to be seen. Even if hydrogen can be produced cost effectively, a big if, we
are still left with all of the negatives of hydrogen like storage and low
volume energy density, etc. A better bet is Bio-oils, not hydrogen in my
opinion.
Furthermore, be very weary of any clams that start off with the idiotic
statement "hydrogen is the most abundant element in the universe" as this
article does. That's ridiculous because we obviously don't have access to
hydrogen on Jupiter or any place else in the "universe" for that matter. On
earth, hydrogen is not very abundant at all. I wouldn't put any money into
this, it's a extreme long shot at best.
