I admit that I first heard the term "Brown's gas" on Don's website, but it
lead to some really entertaining google searches. After you read a few
sites like that, they all sort of follow the same pattern:

1) New thing! Really cool! Could change the world!
2) Mix water and an electrolyte, add electricity, collect magic gas.
3) Magic gas is really powerful, see! *BANG* Hey, where's my eyebrows? And
   what's my car doing hanging off the top of that tree?

It's bogus because it claims that the output of electrolysis is 'stable'.
It's the opposite of stable. It's "Dude, where's my house?" unstable.

I haven't found the exact account that Don refers to, but the story is
basically that some guy out in the desert managed to nearly launch his
garden shed into orbit while experimenting with this 'magic' gas.

credibility of the content. There may even be an inverse relationship
