So, the funds for this $16 million project don't go to Giffels.  In
fact, Giffels is going to pay $2 million "to the project".  Giffels is
also going to design and construct this $16 million facility.

But no.  The $16 million doesn't go to Giffels.  Giffels' engineers
will size all the piping, pumps, heat exchangers, valves, for free.
They might even work evenings and weekends out of the goodness of
their own hearts.  Suppliers from all over Canada will be dropping off
loads of pipes and steel and hardware at the Fleet Street landfill for
free.  Half of Silicon Valley will be working holidays to design and
program the automatic control systems.  The Giffels project managers
will be coordinating this all for free, and all the tradespeople
they're coordinating will smile and do it for free because they
"believe in the project".

Yep.  It's going to be one big Amish barn raising.

So Marc, if this $16 million doesn't go to (mostly *through*) Giffels,
and instead "goes into the project", once this $16 million facility is
competed and goes online, where is that $16 million and how did it get
there?
