emitters tend to generate a little noise when they are in
a higher resistance state to maintain the collector voltage
design point.
by forcing the Emitter closer to saturation this effect is
reduced and usually a R at the E to common does it. the cap
is there to over come the gain loss. this also makes its a more
effective amp for AC response signals.
there are many reasons to do this..
