Dear Jim,
To make lightwaves, one must "excite/vibrate" an electron (or small enough
mass)
the correct way.
To make a water wave, one must "excite/vibrate" water the correct way.
Water waves behave the same as the light waves in such a fashion.
They leave the souce at a speed that ignores the sources motion.
:)
Maybe that sheds some "light" on the problem?
