Clearly not, since PLSN does it per prefix (which makes it a good deal more
complicated) while oFIB does all the prefixes together (although for SRLG
that would be groups of prefixes.). However if you grouped together all the
PLSN routers which had to do something with at least one prefix, then that
would be the same as the set of routers which had to do something in oFIB.
Or to put it another way, all the routers in "not Q space" are affected by
the change, and they all potentially need to do something to prevent loops
occurring. In PLSN the delays are limited to a maximum, which means that
they may fail to prevent loops, while in oFIB they delay whatever is
necessary. But the set of routers which need to delay at all (i.e. have a
changed FIB installation behaviour) is the same in both.
