Internet access

Hello experts,
                      i have a broadband connection. i have 30 clients and
RHEL5 server.i wanna give limited downloading to client.
example---> single client can download 1 GB data in one month.
how i can implement this ?? "from squid server or iptables or any other
utility"
any suggestion
