/tmp needs to be 1777

in other words world writables with the sticky bit set

cd /; ls -l so see the permissions, should look like

drwxrwxrwt    7 root root  4096 Oct  3 10:04 tmp

I had the same issue when I accidentally changed the /tmp dir's ownership. Check this!
