The only defining line is really that FAQs are questions that turn up again
and again. The answer to a FAQ is going to be a howto.

Yep they can be either but in this case they fall in to FAQ simply because

Nope its a hazy one and in the end will come down to a judgment call and
noticing what's asked a lot
