Yes; there are many examples of windows which cannot be resized. The
Apple HIG document is here:

An example of explicit instructions prohibit resizing is given for
preferences windows:

See the second paragraph under figure 14-54 ("A preferences window should
not include a resize control and should not display active minimize or
