How about a simple Qt::MenuAccelerator (or Macro) that is defined as the
MetaButton on the Mac and as the Ctrl key on the PC...

That there is a key on the Keyboard labeled "Ctrl"... but it's not the
control key identifier (Qt::ControlButton), but only on one platform, seems
a bit odd. There is a fine line between cross platform code portability and
obfuscating platform peculiarities. It is possible that somebody (me) might
actually try and use the Control key for something else besides menu short
cuts... ;-) 

I'll drop them a line as a suggestion for Qt 4.0.
