  rationale:

    This module helps people developing mod_perl2 output filters that
    need to ensure that they don't accidentally split up 'tags', mostly
    commonly HTML tags. Using this script makes the read function from
    the stream api never return a split tag, which makes filters that
    alter HTML much easier to write.
