The computer I have used for a long time is so old that it is still
operating on Windows 98.  It will probably break down sooner or later,

I still have the setup executable for Opera 9.25.  All I really need to
do is transfer my bookmarks (I have a lot) and mail.  At present Opera
is a secondary mail agent for me, although I am using it more and more. Unfortunately I am not a "heavy" computer person, and I am unsure just
how to get my mail transferred over to the new machine.  Would it be
sufficient just to copy over the C:\Program Files\Opera\Mail\ directory
and all its subdirectories, or do I need to do something else?

If you run the same setup/version that should be all what is neccesary.
