Sort of, but as far as I know, the dialog only opens, if you try to get new
headers, and the number of headers available exceeds what you last selected
as the maximum to download (default 250), for newsgroups on that account.
There is no gui way (that I know of), to force the dialog to open. Forcing it
to open requires editing the .newsrc file, or figuring out which incoming##.txt
file is used for that account, and editing that.
Btw. Please use reply, not reply all, when replying to usenet articles. The
headers of your reply include
To: "David W. Hodgins" <dwhodgins@xxxxxxxxxxxxxxxxx>
which is forwarded to a spamtrap for uceprotect.
Due to spammers/worms harvesting email addresses from usenet articles, it isn't
a good idea anymore to post using real email addresses, or include recipients
email addresses in article headers. See my sig, for how to alter the email
address, if you really do want to contact me by email.
I delete the reply all button from my messages view toolbar.
Regards, Dave Hodgins

Change nomail.afraid.org to ody.ca to reply by email.
(nomail.afraid.org has been set up specifically for
use in usenet. Feel free to use it yourself.)
