Does this happen with all web pages? I've certainly seen something that
sounds like that when I disable the site's CSS in favour of Opera's own
built-in 'style' - try the shift-g toggle which switches between 'user
mode' and 'author mode'.
Some sites use 'javacript' to arrange their look and include some
elements; if that is disabled in Opera such sites can look 'wrong'.
