I'm on dialup. On large pages, I often see that affect while a page
is loading. In the cases where it didn't redraw properly after it
completed loading, all of the cases I've seen, have been due to css
files being blocked by adblocking.
Are you using any form of adblocking ...
cat ~/.opera/urlfilter.ini
cat /etc/hosts
If bind is running ...
locate named.conf
grep include named.conf
cat {each file included in named.conf}
