Strange.  Does it open the surf_man.html file as a text file, as well?

How are you opening the file?  Copy & past the path/filename, or using the
File/Open dialog?

When I open a local file using File/Open, the url looks like
file://localhost/path/filename.html

Try opening the surf_man.html file using the File/Open dialog.
