Cannont recreate the problem here.  What does "file 
/home/jarausch/Temp/Test.html",
run in a terminal show?  What type of filesystem is that file being stored in?

For a different file (surf_man.html) is says
file surf_man.html
surf_man.html: HTML document text

It's a standard Linux ext3 filesystem. (Firefox has not problems)
The first few lines are

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 3.2 Final//EN">
<HTML>
<HEAD>
 <META NAME="GENERATOR" CONTENT="SGML-Tools 1.0.9">
