For me it was something trivial. User JavaScript File was pointing to
the wrong folder. When I went to Win7 I copied the appdata files over
from XP which used a different folder name. Still, it's worth verifying
that setting.
The User Javascript folder should not point to where the browser.js file
is, Opera looks for the browser.js in a hard-coded location within your
profile.
On Linux, it should be directly in your .opera directory.
On Windows, it should be directly in your roaming profile's Opera
directory.
