Work-around found:

Point mouse at lowest possible pixel below "Spanish"
(or whatever the selection keeps "snapping" to
when you try to select the last language);
the highlight then moves down, to some unseen entry;
that's the right one, even though you can't see it
(so it appears to be a rendering problem?).
