Oops! After sending the message I discovered I used /switch instead of
/Switches. Unfortunately, it made no difference, still indicating it's
using the profile on C:\.

I quit Opera and then created a shortcut to Opera adding the switch,
i.e.,
"C:\Program Files\Opera\opera.exe" /switch
"d:\users\tom\appdata\roaming\opera\opera\profile\opera6.ini"
and relaunched Opera, but About Help still indicates
Preferences C:\Users\Tom\AppData\Roaming\Opera\Opera\profile\opera6.ini

Can paths for these be added to opera6def.ini so that Opera uses them

D:\Users? Otherwise, how else can Opera be correctly directed to use
D:\
instead of C:\ for user profile data?
I think, what you want requires a command line option, telling opera
where
to find the opera6.ini file, eg. "opera /settings "/d:users/opera6.ini".
See http://www.opera.com/docs/switches/#win-only
