survey.aspx at Microsoft

I visited http://support.microsoft.com/kb/262680
tried to fill in and submit the "survey" at bottom of page;
response was that I'm asked to _download_ "survey.aspx"

Using 9.27/8841 (Win32),
newly installed on new WinXP computer,
rather than the "preemie" new Opera version
(which still seems to need intensive neonatal care :)

Why does this happen, and how to correct?
