So you tried my suggestion of removing the first = sign and it did not
work? Strange... For me it works if I remove it from:
  Item,   ="Open in IE"="Execute program, "xmessage", "%U""
getting:
  Item,   "Open in IE"="Execute program, "xmessage", "%U""

I'm on linux, so had to change the executable for my tests.
