I have been thinking about this.  Maybe a BAT file could be used 
which first calls up a home-made splash screen that times out 
after a few seconds and meanwhile Opera is called.

If such a BAT file were turned into an EXE then it could be 
renamed to replace the original OPERA.EXE and the orignal 
OPERA.EXE be renamed to someting which the new program called.

My PC is not that slow (about 2000 MHz) but I think it is the disk 
activity which is holding up the launch of Opera.

Maybe such a utility exists already for another program?
