No, that's ANSI.
Not really ANSI, either. It's a MS Windows codepage. IIRC, the term "ANSI"
comes from Microsoft once proposing these codepages for standardization
with ANSI (the US standards organization), but that never happened.
There is a bug in all versions of Internet Explorer, where ISO-8859-x is
actually being interpreted as Win-125x,
This practice predates Internet Explorer, it just did this to be able to
display the pages that were already published. And as such, all other
browsers have had to follow suit, including Opera. Unfortunately.
