I've been using the 9.5 beta build 9945 and now notice the general
non-beta release is available. I'm wondering what differences are there
between the two, also if I get the new version, can I just swap the
executable so as to save all my current configs?

I guess I was mistaken, something about the write up indicated a new
version but didn't mention it was the same beta build I currently have
on here.

Note that on http://my.opera.com/desktopteam/ you can find newer test versions, development snapshots that are released to the public for testing. And you can just upgrade your exisiting test installation with these snapshots. You customizations are saved in the profile directory which will not be touched upgrades.
