9.5+: what the heck with https?

hi there!
until 9.5+ all was great, but from 9.5 to 9.52 b 10089 this sites doesn't 
want to load:
https://ebok.upc.pl/ (doesn't load at all)
https://www.mbank.com.pl/ (this sometimes works, but very rarely) 
[Encryption protocol: TLS v1.0 168bit 3DES_EDE_CBC (1024 bit RSA/SHA)]
at IE sites loads in secs, but here I see only Setting up secure connection
