I have a similar one with build 10024 for XP. When I open a new tab, I can
not scroll the window; or in fact I can but the scroll does not refresh.
If I move to another tab and back, I can see that indeed the page did
scroll...
I'm trying to figure out exactly the circumstances where this happens,
essentially for the latest opened tab/web page accessed (meaning that
opening a new tab more or less fixes the bug, but it's of course a
nuisance), but I'm still not 100% certain of circumstances.
