Unable to drag URI's to bars

I don't know if this is intentional in 9.5, but unlike 9.2n, I can no longer
drag and drop URI's from the address field to either the Main Bar or the
Address Bar, unless I'm in the menu Customize mode. Same behavior in beta 1
and beta 2.
