You are right, the 3.1 image is not bootable, but this has been fixed later;
could you try either the 4.0.1 or the 5.0RC2 images at
pub/NetBSD/NetBSD-4.0.1/iso/sgimipscd-4.0.1.iso
resp.
pub/NetBSD/NetBSD-daily/netbsd-5-0-RC2/200902090142Z/iso/sgimipscd.iso
Note that those are not ISO9660 files, but have a prepended SGI volume header,
so software enforcing iso format will not like them. Simply burning them with
cdrecord just works though. This format is required to make them bootable.
