I fixed this in rev 1.28 of lock.c, as part of implementing USE_PAM support.
Now you can either use the pam_skey.so PAM module with lock(1), or if
you compile with USE_PAM=no USE_SKEY=yes, "lock -p" works with S/key
for non-root users
