Well, I have several systems running a domain0 kernel with root on raid1,
and never experienced this problem.
Can you try a XEN0 kernel from ftp://ftp.netbsd.org/pub/NetBSD-daily/netbsd-3
or ftp://ftp.netbsd.org/pub/NetBSD-daily/netbsd-3-0 ?
