I have this problem as well only it appeared vertically on it's own.  I never 
changed it and I am the only one that uses this computer.  Is there another 
way to get it to go back to horizontal?  These steps did not work for me.  
The task bar is unlocked and I have tried both right clicking and left 
clicking to drag it down and it does not work; it stay where it is.
