It is not a bug in BITS. It has been well documented that BITS only looks at
the IE proxy settings of the job owner. WindowsUpdate version V5 didn't set
explicit proxy settings on the jobs it creates. V6 does this and this
problem should not be seen after that. If you still see it please post a
question on the microsoft.public.windowsupdate newsgroup.
