The priorities determine when a particular job is scheduled and have no
relationship to the amount of bandwidth consumed by the jobs. The max
bandwidth is same irrespective of whether the job's priority is HIGH, NORMAL
or LOW. Note that the max bandwidth parameter doesn't apply to foreground
jobs (jobs with FOREGROUND priority).
