Question about priorities

Hi.  I need some clarification on the Priority setting for
bitsadmin.exe:  Are these priorities just between the jobs themselves,
or between the jobs and the network bandwidth used?

In other words, will a Low priority job start with a lower max
bandwidth, or will it run at "normal" bandwidth until a Normal priority
job starts, at which point the Low job is slowed?
