Sounds like the BITS service might be disabled. Have you tried using the 
Services UI (Control Panel, Administrative Tools, Services) to “enable” BITS. 
Right-click on the BITS service and select Properties. On the General page, 
make sure Startup type is not Disabled. If it’s Disabled, change the startup 
type to either Automatic or Manual.
