Consuming Notifications

I tried the samples (especially Newsletter sample) and I see how to get 
notifications to go via e-mail or to a file.
What I am wondering is how to get an application to listen for them and 
consume them.
For example, I have a windows forms app in C# that show my current invnetory 
and prices -- I now want there to be a splash screen any time a notification 
arrives for me to alert me of a price change. Is it just that I would 
monitor the directory that the file notification lands in and look for 
changed file their and then handle it -- or is there some kind of 
notification's client available for .net. The same question for asp.net --  
would I just have my app look in that dir and see if I have handled the 
notification before and if not just show it at that time then have someway 
of keeping track and knowing if I have already previously seen that file or 
not.
