Given your requirement for this working in shared hosting environments, I'm
not sure you have many choices. I'm assuming you don't have access to SQL
Server Agent on the server? How about Service Broker? If you have access
to it, you may be able to do something there. Get a copy of Roger Wolter's
book ("Rational Guide to SQL Service Broker") -- in it, he describes how to
use Service Broker as a job scheduler.
Another option is to simply poll the database on a regular interval and have
your application call the stored procedure at the right times...
