Portal Content search based Notifications

I have the following business scenario for which I am looking to chalk
out a NS based design.

My Clients Portal content is updated regularly and new articles are put
up by various authors on varied areas.
End users subscribe thru a web based app by specifying "keywords",
which when found in the portal content, they need to be notified.

The actual portal content would be available to developers in the form
of an XML document with each article being a node something like.

< PortalContent>
      <Title> </Title>
      <Author> </Author>
      <body> </body>

The "keyword" being searched could be contained possibly in any area.

My questions are

1. Can I still use the SQLServer Event Provider and use XQuery to
generate my events ? OR Do I need to go with a Custom Event Provider (
CEP). if I need to use CEP suggest suitable documentation for the same

2. Whether this app is suitable for NS type solution OR should I also
look at Biztalk kind of a solution.

3. Will be this be scalable application If the no of users are in
thousands and I need to parse the XML for  1000's of different

Any inputs are greatly appreciated.
