Im guessing there is other software available to non-DW users.
There is no other software I am aware of that would recognize the current
(since DMX 6x) template syntax. And there is no concept of 'editable
regions' unless one is using some HTML authoring package (e.g., FP, EW, GL,
etc.) that supports some form of proprietary templating.
If I were in a situation where I had no access to any HTML authoring
package, and had to use Notepad or BBEdit, then I would not be able to
respect any legacy template markup whatsoever in my edits other than by my
own discipline. Further, if I had to "CREATE" 'editable-type' regions, I
would just use server-side includes.
Does that get at what you are asking?

originaly query, I was just wondering what someone who didnt use DW would

Ive never used content management like Joomla, but may look into it
sometime
soon, but does software like this only manage the content, not the layout
