Splash Page Help

    Hi.  I'm very new to the website building and looking for some help with a 
project I was assigned to do.  I have built a couple small websites using 
dreamweaver. So I am a little familiar with it.  My company I work for is 
trying to launch a community wifi hotspot and my task is to create the splash 
page the customer first sees to sign up for our service.  I can design the 
simple aspects with no problems, but when I comes to the authentication of 
their information and the different plans a customer can sign up with I just 
don't know where to start.  I really would appreciate any help at all.
