You have this -

There should never be anything in the Templates folder other than the 
templates themselves.  In DW, please move ALL such files out of the 
Templates folder into any other location within the site, and allow DW to 
manage those links.  Then you will have to upload the site again afterwards.

Can you show us the page *after* you have tried to make the top bar a link, 
please?
