Anybody still using Frames?

I've been asked to create pages using frames for an intranet site. The idea 
would be that menu to the left would never change but the content articles 
would using targets. I resisted frames pages along time ago and have never 
really developed any. Can they be saved as templates? Can each page be called 
something other than "Frameset"? Are there alternatives to "frame-lke" pages?
